ITANAGAR, Aug 31: The All Arunachal Pradesh Labour Union (AAPLU) has requested for implementing minimum wages as per the recommendation of the state advisory board with immediate effect.
In its letter to the Chief Minister, while saying that the minimum wages was fixed at Rs 180 per day for unskilled category in its meeting on August 27 last, it said that enhancement is required to cope with the ever increasing market price of essential commodities.
Two washed away by landslide
ITANAGAR, Aug 31: The All Chambang Area Youth Forum (ACAYF) has claimed that two persons named Charu Jangrang, wife of Charu Tachak, and Jamru Terre, son of Jamru Tadek, were washed away by a heavy landslide and drowned at Bite river while they were on their way back from paddy fields on August 28 last.
Further claiming that their bodies are yet to be traced by the villagers, the forum has urged the concern authority to provide compensation to the victim’s family.
ALSDSU warns land encroachers
ITANAGAR, Aug 31: The All Lower Subansiri District Students’ Union (ALSDSU) has expressed serious concern over the encroachment of government land in the district.

Construct bailey bridge soon
ITANAGAR, Aug 31: Claiming that the suspension bridge over Kameng river at Pakoti, East Kameng district, connecting eight villages is in a dilapidated condition, the Pakoti Valley Welfare Society (PVWS) has requested the Parliamentary Secretary for Tourism and local MLA Mama Natung to initiate early steps for construction of a new bailey bridge in place of the existing one.
The said bridge, constructed a decade back has been serving as a lifeline of the villagers of the area but due to its weak condition people are facing much hardship to travel to Seppa, the PVWS said.
Teacher dies
ITANAGAR, Aug 31: Rebo Wangrey, joint Secretary of All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) has died.
He left behind his wife, a son and three daughters.
Wangrey joined as a JT in 2003 and was currently working as Coordinator (RSPC&NRSPC) in the office of the Deputy Director of School Education, Changlang.
His untimely demise is a great loss to the Tangsa society and teaching community in particular. His sincere service and dedication towards the society, Arunachal Teachers Association (ATA) and AASSATA will always be remembered, said Changlang unit of ATA and AASSATA in a joint press statement.

Skill development training held
ITANAGAR, Aug 31: A three weeks capacity building for skill development training programme on tailoring and weaving under Border Area Development Programme (BADP) blocks for Bameng, Chayang Tajo and Khenewa circles concluded at the conference hall Seppa on August 29 last. Altogether 81 trainees participated in it.
Speaking during its valedictory function, incharge CO cum BDO Khenewa, Dr N Nath suggested the trainees to update themselves with the skill learnt during the training.
On the request of the trainees who asked for more such trainings to be conducted in their area, the BDO assured them to take up the matter with the appropriate authority for setting up of a training centre at Khenewa in the next financial year. He also assured that preference of all the government sponsored training in phased manner and suggested promotion of Self Help Groups (SHGs) in the area for availing subsidy schemes.
He expressed excess exploitation of natural resources in East Kameng district and highlighted the importance on promotion of sustainable development.
APPDYA seeks transfer of engineers
ITANAGAR, Aug 31: The All Papum Pare District Youth Association (APPDYA) has sought transfer of the Executive Engineer and Assistant Engineer of Highway division Nirjuli/Capital and demanded that efficient and sincere engineers be posted in their place. The association wrote to PWD minister in this regard.
Portions of the Capital roads from Banderdewa to Itanagar are not fit for even pedestrians. The repair and maintenance work is not taking place as per the technical specification. The contractors are executing the work on their own and the engineers are not there to supervise or guide their work which ultimately results in damage of the roads within short span. The government is pouring crores of rupees for the development of Capital roads to make it smooth and user friendly, but due to lack of technical guidance by the engineers, the condition of the road is worsening day by day, it said in its letter.
The engineers are to supervise the work properly so that the road quality could be maintained but lack of supervision and technical support by the engineer’s concern is further worsening the Capital roads, it lamented and further warned that it would be compelled to launch its democratic movement if the demand is not fulfilled within 15 days.

It is presumed that increasing floodwater of Dibang and Dotung would eventually force Anpum and Loglung into major chaos. These villages are now caught in the cross fire of rampaging Dibang and ravaging Dotung River, which is gravely threatening the very existence of the villages as the floodwater is tumultuously surging in.

KOLORIANG, Aug 31: Two persons are believed to have been washed away by Bete River near Pujiharak Village, Chambang on Aug 29 while returning from their agriculture fields due to sudden flash flood triggered by heavy rainfall. The persons have been identified as Charu Jangrang and Jamru Ter. The search operation to trace the bodies is under progress, reported ADC, Pania S. Lowang.

A massive landslide has occurred along the boundaries of Circuit House Koloriang and there is possibility of the building being damaged if the rainfall continues, said an official statement.

TEZU: Water levels of all rivers and rivulets, with exception of Lohit have started to recede gradually due to improvement in the weather today, stated a report received from the Water Resources Dept, Tezu. Meanwhile, Deputy Commissioner, Lohit convened an emergency meeting with all the DDMA members which was also attended by local MLA Dr. Mohesh Chai today.
A team of WRD engineers, police personnel, ALCs, villagers and machinery were pressed into service at Denning Nala area under Tezu circle and at Balijan River near Dangku area under Sunpura circle.
The MLA along with DDMO Lohit and CLRC members visited the relief camps and flood affected areas of Sunpura circle to take stock of basic facilities and medical care in the relief camps. The MLA later distributed blankets, torches and dry food to people at the four relief camps. More than 225 students including teaching staffs of VKV Sunpura were evacuated to VKV Tafragam yesterday evening.
Further, the DDMA Lohit has directed the CO Sunpura to continue with the relief camps for couple of more days till the flood water recedes totally. DMO Tezu has been instructed to keep strict vigil on medical emergencies during post flood period while DF&CSO Tezu has been directed to keep sufficient stock of essential commodities. More relief camps and response teams have been kept in readiness at DM Cell, Tezu to respond quickly during exigencies.

Meanwhile, local MLA Kaling Moyong along with DC Isha Khosla, EE WRD T Jamoh and officers of Disaster Management visited Berung area this morning and took stock of the situation. A large cultivated land in Berung, about ten kilometers away from Pasighat, is inundated by flood water.

ITANAGAR, Aug 31: Social Welfare, Women and Child Development and DOTCL Minister Wanglin Lowangdong has said that the Department of Tirap, Changlang & Longding (DoTCL) which is the nodal department for NERCORMP, needs to be involved and consulted in all the planning process under the programme.

Stressing the need of pouring more fund under the project, he further said the programme should cover all the areas of the districts where it is being implemented.
“The NERCORMP promotes the feeling of community spirit in the society through its various projects implemented for community development,” the minister said while stressing the need for proper coordination and participation of all stakeholders so to expand the sense of belongingness and to reap its benefits to optimum level.
Addressing the meeting, NEC Secretary S N Brohmo Choudhury, who is on a visit to the state capital along with his team of officers, said, NERCORMP is designed to strengthen the people of the grass root level. He said efforts are on to sort out the problems and challenges coming on the way to success of the programme being implemented in three district of the state. The Secretary advised the Govt officers of the state in general and nodal department (DOTCL) in particular to work towards fulfilling the objectives of the project.
Nikh Kamin, Parliamentary Secretary Social Welfare, while appreciating NERCORMP programme, stressed on monitoring of projects being implemented through NaRMGs. He said that as the programme covers the rural masses including poorest of the poor, the success of the project must be ensured.

IODB to pay oil royalty to Arunachal

Development Board for payment of differential royalty to Arunachal Pradesh for the

The matter regarding payment of differential royalty to the States from the OIDB
fund was examined in the Ministry. With the approval of competent authority it has
been decided that OIDB would immediately release the differential royalty to the
States for the year 2014-
The centre on Wednesday has agreed to pay states like Arunachal, Gujarat and Assam, from its annual budget, the difference between royalty paid by operators of some oil fields as per their contract and actual prevailing rate.
Operators of some 28 fields in Gujarat, Assam and Arunachal Pradesh pay royalty on crude oil they produce at the cap rate mentioned in the production sharing contract (PSC) dating back to 1990s.
These rates were capped at Rs 450 per tonne as against the current rate of 12.5 per cent of the price of oil.
To protect state revenues, the difference between the two was made good by Oil Industry Development Board (OIDB) funds.
Highway affected land owners demand due compensation

ROING, Aug 31: Withstanding heavy downpour and road blockades, more than 200 landowners
came out to protest against the non-
At Abango village, these affected landowners stopped any kind of construction work of the highway for an indefinite period until their demands will be fulfilled.
As per reliable sources, the landowners said, the compensation amount has already been handed over to the District Administration by the BRTF but no payment has been made so far.
“Although the officials have visited many times, assessment of the land acquisitioned has not been finalised yet. Besides faulty measurements and no measurement in some portions of the land, the whole area between Koronu nallah and Inju nallah has not been included for the compensation,” the landowners claimed.
According to them, no assessment has been made of agricultural/horticultural plantations by the district administration. They have also been reportedly told by the authority that a high percentage of the total compensation amount would be deducted as royalty which according to them is illegal.
The landowners of Tezu (under the same project), who had received their compensations in March this year, had applied through RTI Act to know about the Government rate of compensation for the project. “On getting information, we were shocked to learn huge differences between the rate furnished by the office and that of the rate of Tezu. While the rate of Tezu showed Rs. 50 for barren/uncultivable land the rate of our district showed Rs. 11 for plantation land,” said an angry landowner.
The landowners have demanded immediate constitution of a Board to revise the rate of compensation for land acquisitioned in LDV, and to fix and implement a new and justified rate.
“The Board should, at least be comprised of the local MLA, DFO, DHO, DAO, LRSO, ZPM, GBs of the area affected and public representatives of the affected villages. After the rate is revised and finalised, it has to be published in the newspaper", they demanded.
Other demands were immediate appointment of an LRSO, investigation against Land Management department of the district by a Special Investigation Team (SIT), enquiry about deduction from compensation amount as royalty.
"We have no faith on the information furnished by the RTI office that has a past record of giving biased information. Therefore, we demand full information about the issue from the DIPRO", said the landowners.
Road works on the Meka to Balijan Bridge (NH52) is nearing completion, and the landowners fear that if the work is completed they will not be paid any compensation.
"We had faith in the DA because of which we never cared to follow up on the payment of compensation. But now, we will leave no stone unturned in order to get what is rightfully ours", said the protesters.

Solung fever grips Siang belt, celebration begins at Pasighat

PASIGHAT, Aug 31: In spite of the inclement weather and a disastrous situation created by heavy rains in Siang belt, the people of Adi community are all set to celebrate Solung festival, one of the major and popular festivals of the tribe, with colourful programmes.
The festivity began at Pasighat today with celebration of the harvest festival at Jarku village on the right bank of Siang River in presence of community leaders. Prayers were offered to almighty God for bumper harvest, prosperity and well being of the man and animals.
Attending the celebration at the Community Hall, former Minister and Adviser to Chief Minister Bosiram Siram called upon the people of the community, particularly young generation, to preserve their rich culture and traditions.

Rectification of list
Dear Editor,
Through the columns of your daily esteem, I on the behalf of the affected people
of Garu and New Bomte villages, Gensi circle, West Siang District would like to highlight
our deep anguish and grievances regarding the manipulated list of beneficiaries of BRTF
road from 9KM (JISI) to Yate under Likbali-
Henceforth, I sincerely appeal to the Deputy Commissioner and Land Revenue Settlement officer, Aalo West Siang District, (A.P) to find an amicable solution after taking into consideration the affected people of Garu and New Bomte village who are the actual land owners.
We welcome the noble step for development of the area but without taking the consent of the actual land owners and manipulating the list of beneficiaries is not justified.
The affected people are expecting free and fair judgment. So, I would to like request the concern authority to initiate necessary action without any biasness and pressure.

Traffic jam
Dear Editor,
To get stuck in traffic has been a prominent matter of concern in our state’s capital. The problem arises not only from single factor. Some erudite denizens seem to be exulting on it. Amateur drivers, especially, women and young guys create chaos and at some end lead to a deadlock. One should be more introspective while in the crowd and make room for each other, instead of being arrogant and argumentative. Such kinds of people even go to sue against each other unnecessarily and run for the court in vain for their mere ego. In other words, one should not set off to drive in the crowded street unless he/she has full acquaintance with the vehicles.
Every time, the mass blames the state government for the road condition but this is, in fact, not the solution either. Often some unions and union members show their strength and mettle on the road side, parking their vehicles wherever they like to instead of carrying out a good cause. In this regard I would like to draw the attention of all the unions and association of various tribes and society based organisations of its kind, to cooperate with general public and do behave normally with the fellow beings. Only busying oneself in fun and frolic and social hobnobs does not make any one great!
And also I would like to appeal to the rich and wealthy people vying in building high storied buildings, that they should provide their huge building with parking places, though they build it like ’’Buckingham Place” but seems that they are still living in ostentation, as their sophisticated cars are often found parking outside the road that prompts traffic jam. So I on behalf of general public earnestly request you all to contemplate over the issue.

Let us make it a better place to live in
Dear Editor,
After going through the intense debate of smart city through your esteemed daily, I being a local inhabitant of Pasighat and being the former General Secretary of the Bogong Banggo Kebang (BBK), whose forefathers have donated the area for the development of the town would like to thank all parties for highlighting their views openly.
Through this debate, the century old town has become more prominent in the geographical map of the state and the country as well. The Bogong Banggo Kebang has been trying its best to protect the town from the illegal encroacher since its inception. It has submitted many memorandums to the District authority for its protection. It has also observed many bandh calls and dharnas against the Government for being mute spectator and failing to protect the donated land from the land grabbers. Many IAS cadre officers has come and gone after completing their tenures, but no one has done any justice to the area. Many illegal sell and purchase of Govt land is still continuing under the very nose of District administration. The illegal purchasers are becoming more important persons to the authority than the organizations/ Banggo who has donated the area and trying their best to protect the land from the encroachers. It is still doubtful; weather the District administration/Govt. A.P has formulated any concrete policy to control the illegal encroachment to make the smart city a success. I think they have to grow some more teeth to bite off this infectious disease.
Regarding the selection of Pasighat town as smart city I support the bitter truth unfolded by the renowned journalist Taba Ajum. But at the same time I would like to say that it is a duty of the MP of the concern Parliamentary constituency to speak in favour. People are always there to check an elected representative if he become over smart.
Lastly, the crux of week long discussion has been pinpointed by Tongam Rina on August
26, 2015 by saying that the “issue today is not if the Pasighat is the right candidate
for the smart city project. The bigger question remains -
So various local Organizations in and around the Capital, particularly the land donors and indigenous people have to have a sense of belongingness and support the Government of Arunachal by voicing against the rampant encroachment of capital. Let us try to change our mindset together for better future to make this state a better place to live and visit on this beautiful Planet.
